If you plan to hire software developers in Pakistan, three decisions matter more than which job board you post on: how you will engage the person legally, how many working hours your team needs to share with them, and how you will judge seniority when job titles mean different things at different companies. Settle those three and the rest is ordinary hiring.
I’m Shahrukh Akhtar, known online as Shaz3e, CTO & Co-Founder of Diligent Creators Pvt. Ltd., a software company in Pakistan. So I write this from the Pakistan side of the table, for founders and engineering leaders in the US, UK and UAE who are considering Pakistan software engineers for their teams. The guide covers the talent pool, the three ways to engage someone, the time-zone math with worked numbers, and a checklist you can copy.

How to hire software developers in Pakistan: the five steps
The whole process in one table:
| Step | Decision | Done when |
|---|---|---|
| 1. Define the role | Which seniority band, and what the person owns in the first 90 days | The outcomes fit on half a page |
| 2. Choose the engagement | Contractor, employer of record (EOR) or your own Pakistani company | You know who the legal employer is and who runs payroll |
| 3. Set the overlap | Which hours the developer shares with your team | The window is written in both time zones in the job post |
| 4. Assess | A work sample plus a structured interview | Every candidate is scored on the same criteria |
| 5. Onboard | Access, a first task and a 1:1 rhythm | The new hire’s first pull request is merged in week one |
The talent landscape: where Pakistan software engineers come from
A large part of Pakistan’s software industry sells its services abroad, and the government’s Pakistan Software Export Board (PSEB) runs separate registration tracks for IT companies, call centers and individual freelancers. Most candidates come from a local software house serving foreign clients, a product company, or freelancing for overseas clients.
Software house engineers have often moved across several client projects and stacks. Product engineers are more likely to have lived with one codebase long enough to see their own decisions age. Freelancers are used to scoping work and talking to clients without a manager in between. Ask which background a candidate has, then ask about the work itself.
Universities and degrees
Computer science and software engineering graduates come from public and private universities across the country. The Higher Education Commission (HEC) publishes the list of recognised universities and degree-awarding institutions. Check it first if a degree matters for the role, for a visa, or for a client contract that names qualifications.
Beyond that check, I treat the university as a weak signal. A degree tells you someone completed a curriculum. Code they wrote for a real project tells you how they build and what they test, and I weight that far more.
Seniority bands and what they mean
A “senior developer” at a five-person agency and one at a product company with on-call duty can own very different things, so I define bands by what the person owns.
| Band | Owns | Interview signal | Needs from you |
|---|---|---|---|
| Junior | Well-scoped tickets, with every change reviewed | Explains their own code clearly and asks precise questions | Daily review and some pairing time |
| Mid-level | Features end to end inside an existing architecture | Breaks a feature into tasks and writes tests without being asked | Clear specs and a weekly 1:1 |
| Senior | A service or product area, including its design decisions and code reviews for others | Talks through trade-offs and describes a production incident they handled | Outcomes, and room to choose how |
| Lead | A team’s delivery, hiring input and architecture across services | Has mentored people and can turn down scope with reasons | Business context and clear decision rights |
I’m not putting salary figures in this guide. Pay moves with the rupee, the stack and demand, and a number in a blog post goes stale within months. Before you budget, ask two or three recruiters or EOR providers for current ranges by band and stack.
Protecting the hiring bar sits in the people area of what a CTO actually owns.
Engagement options: contractor, employer of record or local entity
Offshore development in Pakistan can mean contracting a software house to deliver a project, or bringing individual remote developers into your own team. This guide covers the second, where you have three options. They differ in who the legal employer is, who runs payroll and tax, and how much you commit.
| Option | Legal employer | Good for | Watch for |
|---|---|---|---|
| Independent contractor | None. You sign a services contract | A first hire, a paid trial project, short-term work | Misclassification under your own country’s rules, IP assignment, payment method |
| Employer of record (EOR) | The EOR provider, under Pakistani law | Long-term, full-time people when you have no company in Pakistan | Provider fees, whether the provider has its own Pakistani entity or uses a partner, benefits and notice terms |
| Local entity | Your own Pakistani company | A team you plan to grow in Pakistan | Setup time, ongoing filings, local accounting and payroll |
Independent contractor
This is the fastest way to start. The contract should cover scope, payment terms, notice, confidentiality and assignment of intellectual property to your company. Without the IP clause, ownership of the code can be disputed later.
Payment arrives in the developer’s Pakistani bank account. PSEB’s facilitation page lists the State Bank of Pakistan purpose codes that banks use for IT export remittances, including a separate code for freelancers, so ask your contractor what details their bank needs on the transfer. PSEB registration is optional for freelancers and companies, and registered members become eligible for the incentives PSEB lists.
Watch the line between contractor and employee. Fixed hours, one client, your equipment and your direction for years start to look like employment. The law in your country and in Pakistan decides where that line sits, so ask an employment lawyer before you scale this model.
Employer of record
An EOR employs the developer in Pakistan, runs payroll and tax withholding, issues an employment contract under local law and invoices you. You direct the daily work. It fits when you’re sure about a person and want them properly employed, but a company in Pakistan would be overkill.
Before signing with an EOR, ask:
- Do you employ people through your own entity in Pakistan, or through a local partner?
- How does IP pass from the employee to you, and is that written into both contracts?
- Which benefits are included, and which are extra?
- How do notice, termination and final settlement work?
- Which currency is the salary paid in, and who carries the exchange-rate risk?
Your own company in Pakistan
Companies in Pakistan are incorporated with the Securities and Exchange Commission of Pakistan (SECP), which handles company incorporation online and lists extra documents for foreign directors and foreign company shareholders. After that come tax registration with the Federal Board of Revenue, a business bank account, payroll and, optionally, PSEB registration, whose company checklist accepts passports from foreign owners.
I’d only set up an entity for a team you plan to grow and keep in Pakistan. For one or two hires, a contractor or an EOR gets you started much sooner, and you can move people onto your own company later. Either way, a local accountant and lawyer cost less than fixing a mistake in your filings.
Time-zone overlap with the US, UK and UAE
Pakistan Standard Time is UTC+5 all year. Pakistan doesn’t use daylight saving time, so its gap with the US and the UK changes when they change their clocks. In the US, daylight saving time runs from the second Sunday in March to the first Sunday in November. In the UK, British Summer Time runs from the last Sunday in March to the last Sunday in October. The UAE stays on UTC+4 all year, one hour behind Pakistan.
| Client time zone | Pakistan is ahead by | 9 AM there is | 5 PM there is |
|---|---|---|---|
| US Eastern, summer (EDT, UTC−4) | 9 hours | 6 PM PKT | 2 AM PKT |
| US Eastern, winter (EST, UTC−5) | 10 hours | 7 PM PKT | 3 AM PKT |
| US Pacific, summer (PDT, UTC−7) | 12 hours | 9 PM PKT | 5 AM PKT |
| US Pacific, winter (PST, UTC−8) | 13 hours | 10 PM PKT | 6 AM PKT |
| UK, summer (BST, UTC+1) | 4 hours | 1 PM PKT | 9 PM PKT |
| UK, winter (GMT, UTC+0) | 5 hours | 2 PM PKT | 10 PM PKT |
| UAE (GST, UTC+4) | 1 hour | 10 AM PKT | 6 PM PKT |
What that means in practice
- UAE. A normal 9 AM to 6 PM day in Pakistan shares eight hours with a 9-to-6 day in Dubai. Run it as a same-day team.
- UK. The same 9-to-6 PKT day shares five hours with a 9-to-5 UK day during BST and four during GMT. Starting an hour later, 10 AM to 7 PM PKT, adds an hour in both seasons.
- US East. A standard Pakistan day has no overlap with a 9-to-5 Eastern day. A 2 PM to 11 PM PKT shift gives five shared hours under EDT (9 AM to 2 PM Eastern) and four under EST (9 AM to 1 PM Eastern).
- US West. 9 AM Pacific is 9 PM or 10 PM in Pakistan. Plan for mostly asynchronous work with one short daily call, for example 8 AM Pacific, which is 8 PM PKT in summer and 9 PM PKT in winter.
If your plan only works with a permanent night shift in Pakistan, say so in the job post and budget for it. Late shifts affect commuting, family time and how long people stay.
Watch the clock-change weeks
The US and UK don’t change clocks on the same day. In 2026 the UK goes back on October 25 and the US on November 1, so for one week the US–UK gap is four hours instead of five, and a developer in Pakistan sees meetings with each side move on different Sundays. Book recurring meetings in the client’s time zone and let the calendar convert them.
An illustrative example (hypothetical)
This scenario is made up to show the decisions in order. It is not a client or a hire of ours.
A small SaaS company in London works 9 to 5 UK time and wants a senior Laravel developer to own its billing service. The steps would play out like this:
- Role. Senior band. In 90 days the developer should own billing bug triage, ship one planned billing change and review other people’s billing pull requests.
- Engagement. Start as a contractor on a paid trial of a few weeks, with IP assignment in the contract from day one. If both sides want to continue, move the developer to an EOR so they have a proper employment contract and benefits.
- Overlap. Working hours of 10 AM to 7 PM PKT. That covers 9 AM to 3 PM UK during BST and 9 AM to 2 PM during GMT. The 9:30 AM UK standup lands at 1:30 PM PKT in summer and 2:30 PM PKT in winter.
- Assessment. A paid work sample on a small billing-style task, plus a design conversation about retries and idempotent payment webhooks.
- Onboarding. Access and a small first ticket ready before day one, with a merged pull request by the end of week one.
A reusable checklist for hiring remote developers in Pakistan
Copy this into your hiring doc and tick it off per role.
Before you post the role
- Seniority band chosen from the table above, with what the person owns in the first 90 days.
- Engagement chosen: contractor, EOR or your own entity.
- Overlap window written in PKT and in your own time zone, for both summer and winter.
- Budget set from current ranges you collected this month, by band and stack.
- For a new product, the first version is scoped first (my MVP field guide covers how).
Job post template
- Role and band: e.g. Senior backend developer (Laravel)
- First 90 days: two or three outcomes, written as results
- Stack: languages, frameworks, database, hosting
- Hours: the overlap window in PKT and your time zone, summer and winter
- Engagement: contractor, EOR employee or employee of your Pakistani company
- Pay: currency, schedule and payment method
- Process: interview steps and total timeline
Interview loop
- A screening call that checks spoken and written communication.
- A work sample that is paid, or short enough to respect the candidate’s time.
- The candidate walks you through code they wrote.
- A design discussion for senior and lead roles.
- A reference from someone who reviewed their work.
- One scorecard for everyone, filled in before interviewers compare notes.
Offer and contract
- IP assignment and confidentiality clauses in the contract.
- Equipment, plus who pays for backup power and a backup internet connection, since power and connectivity cuts happen in parts of Pakistan.
- Notice and termination terms both sides understand.
First 30 days
- Accounts, repository access and local setup instructions ready before day one.
- First pull request merged in week one.
- A weekly 1:1 inside the overlap window.
- A short day-30 note on what’s working and what to change.
A codebase where every product follows the same structure is faster to learn, which is one reason I start our products from one shared starter template. Two follow-up guides in this series cover take-home tests and the first 30 days of onboarding, and I’ll link them here as they go live.
FAQ
Can I hire a developer in Pakistan without setting up a company there?
Yes. Engage them as an independent contractor, or employ them through an employer of record that acts as the legal employer in Pakistan.
What time zone is Pakistan in?
Pakistan Standard Time, UTC+5, all year, with no daylight saving time.
How much does it cost to hire a software developer in Pakistan?
It depends on band, stack and engagement model, and an EOR adds its own fee. Figures change quickly, so get current ranges from recruiters or EOR providers before you budget.
Do developers in Pakistan have to register with PSEB?
According to PSEB, registration is optional for IT companies and freelancers and required for call centers. Registered members become eligible for PSEB’s incentives.
How do I pay a contractor in Pakistan?
Set the currency, schedule and method in the contract. The money arrives in their Pakistani bank account as an IT export remittance, so ask what details their bank needs on the transfer.
